It's a Clear Waterproof Topcoat that instantly waterproofs, refreshes, and protects any mascara all day, without the typical drying or clumping. According to the site, "Its advanced, lightweight formula glides on smooth, dries quickly, and gives your lashes a touchably soft lacquer finish that lasts all day."
I LOVE this because I can't stand how hard it is to remove waterproof mascara without getting dark smears all over your skin. This product is CLEAR so it won't leave behind a mess like other waterproof mascaras do. It also goes over any regular mascara so you don't also need to keep a waterproof one in your stash, which will (of course) eventually dry out.
